I got 3 programs that are free as in both no cost and being open source:
1. Blender for 3D and the 2D animation features are getting really good.
2. OpenToonz (or it's soft fork Tahoma2D) for very traditional animation that was used heavily by studio ghibli of japanese fame.
3. Krita, it's not the more feature packed, but nice if you want paintery traditional 2D.
